Change C1 as well as R1, R2 values. This will change the clock (generated by the IC LM555); therefore, changing the rate, or delay time.

MEET TRAFFICER. Our traffic light LED kit is based on “10 bit counter.” Using the integrated circuit (IC) LM555 as a clock generator. 

 

The first 4 bits of the counter lights L1 (green LED), the next bit lights L2 (yellow LED), the last 5 bits lights L3 (red LED). In other words, using diodes as a "OR" configuration creates the following repeated sequence of the LEDs: L1, L1, L1, L1, L2, L3, L3, L3, L3, L3, L2...

 

The RLX resistor determines the LEDs brightness and limits the current flow to about 10 to 15mA when running between 9V to 12 VDC.

 

The TRAFFICER flash running rate is determined by C1 capacitor and R1 resistor--increasing C1, while decreasing R1, will slow the rate. For instance, if the LM555 is set to generate one pulse per second, i.e. 1 HZ, the green light will light for 4 seconds, the yellow for 1, the red for 5.
